Until a name is actually placed into the pending delete status, the previous owner still owns the name and has the option to renew. This keeps the registrar from having to pay the renewal fees for every single name that expires. This way the registrar has a risk free way of making money on only those names that have interest from others. Those that get no bids are allowed to drop.
