I'd start with $250 and see where that takes you...if they give an outrageous price back...I'd blow them off.
Is it a site or a domain name? You mentioned "site" so I was just curious.
No matter what you offer, if there is not a fixed price where you can buy it now, your offer may be accepted and used as "bait" to take it to auction. Once it goes to auction, it receives a tremendous amount of exposure and the hits jump. If it is good, and it is priced cheap, then the bidding wars begin.
But if the seller is not aware of this option, you may get lucky and seal the deal.
