Every time I request a change of ownership at Neubox.net I am always asked to send proof of ID. One time is cool but every time?
Any other Registrars do this?

It depends on the registrar.
Some registrars have procedures that involve more red tape. This could be the case here since they are asking repeatedly for ID.
