he means just the word/phrase.
ex: "football" does not have a TLD while "football.net" has a TLD (.net).
Those 37000 OVT will be referring to "football" searches.

I would add that it also denpends alot on the possible commercial value of the phrase.
example:
InsuranceQuotes.biz -- great
FreeInformation.biz -- maybe not
