Seems like a basic question but....

I got an offer for one of my domains. it's at Godaddy but they don't have a hosting account there, but they intend to. Is it better to send the code and then they start their new godaddy account, or should they have one already?

What is the transfer cost, to me or them?

Just have them to create an account there. There is not cost for internal push.

Have them provide you with their user name and email, then click on the domain name, click "account change" and follow the on screen instructions....after you receive payment of course.

They don't need a hosting account to get the domain, just (as Johnn & Rock said & therunner agreed) - create a free account with them. If they have a different host, they can just point the DNS to their current host.
