No one will know that.

But if you can see the config file at verisign dns server, It almost call named.conf ( /etc/named.conf)
There is a field call [Time-To-Tive]TTL, it is displayed as seconds.
eg: TTL = 259200, it means 3 days

In my experiences, almost 12 hours will be OK!
Good Luck!

Re: what time are nameserver changes updated

It is all supposed to change next month anyway, but I think it has been at 12 EST (both of them , ie twice a day).

It is depending on what time you change your domain name server. Not the fixed time to refresh it. It is only my opinions. Name server is only responce when you want to request. There are the authoritative and non-authoritative type domain name servers. Depending on what your domain name server type.

Re: what time are nameserver changes updated

I'm wondering,

Does your registrar have any factor involved in this?

Basically, it means it takes the TTL (in seconds) after the DNS record is changed for it to propogate.

Re: what time are nameserver changes updated

That is my opinions,

If you just change your domain name server from verisign to ns1.sedoparking.com.

The verisign, and sedo almost immediate change it.
If you change your local pc domain name server to the ns1.sedoparking.com this ip address 217.160.95.94, then you can got your change.

eg:
c:\>nslookup
Default server: You local pc point the domain name server for you.
Address: xxx.xxx.xxx.xxx
>set q=any
> YOURDOMAIN.COM [FirstEnter]
> server ns1.sedoparking.com
Default Server: ns1.sedoparking.com
Address: 217.160.95.94
> YOURDOMAIN.COM [SecondEnter]

You will got the difference values for your [FirstEnter] [SecondEnter].
[FirstEnter] is the data, that buffer and cache for your original data
[SecondEnter] is the data, that you exact want data.

What time will be effective the [FirstEnter] and [SecondEnter] Data?
My experience was almost 12 hours.
They will show the exact same values for you both [FirstEnter] and [SecondEnter].

PS:[propigate][progogate] what the words meaning, I can not check it out on dictionary.
