That's kinda of hard to tell. I know a lot of domainers who won't disclose their developed and developing projects to anyone. I worked with someone on hundreds of sites who wanted privacy just as that.

CBK: There are a lot of people as well as companies buying names. It's next to impossible to really tell. Even if they own large portfolios, some might just park them because they don't have the time to develop.

Developed, I like Mikel Mann, founder of grassroots.org. I don't know about most but allot of good quality ideas, such as phone.com, etc...
Who owns the most, no way to officially ever know the answer to that without people and businesses listing actual numbers and no one would ever do that.
