I am interested in it, but do not live in Europe. Is there a way to avoid the limitation, so a person can own or control a .eu domain even though not living there? What's the minimum way to have enough "presence" to hold an .eu domain?

You can use http://www.marcaria.com/ service to avoid living limitation for .eu or .fr (french extension).
There is also http://www.domaindiscount24.net/ and http://www.123domain.eu/domainmanage...e-lang-en.html

I think it's enough to break all limitations
