1) Can we inter link PPC sites with each other?

Say if I have 50 domains can I inter link each other?

2) What if I add 10 of them to the footer of each of my general directories.
-- With no Follow - but make them visible on all pages.

What are the other cheaper options for promoting the PPC sites?
