.info names are gaining in popularity. Torabora.info would have to be a website about Osama hiding in Torabora. Or a travel website for tourism in Torabora. Personally I think this domain targets a small amount of people. But with the right marketing every name can become popular.
If you make this a weird website with lots of funny pics and movies about the whole Afganistan war, you could get traffic. The real value of the name would depend on the traffic you get, so it's hard to give a figure.
The undeveloped domain wouldn't be more than $25 IMHO.
