$0 - reg fee .. its a domain you would have to deeply develop. anything but that wont work for this domain name.

really probably reg fee but with the number of states enacting new cig laws or smoking laws you could create something but thats the only way.

Agreed. Might be useful to a PAC for or against a smoking ordinance.

I'd keep the domain name and pass it off to a friend who's pro or anti-smoking if there's ever a fight over a city ordinance. You never know.

Low value, but may have social dividends.

others suggested developing it to give it value. But to be honest it may not be worth the effort when there are so many more profitable ventures you can spend your time on. A domain is very nice for a site.. can give some natural traffic but in this case all your traffic will be there from your efforts.
