IMO regfee. In that TLD few keywords would be worth more than regfee.

normally I would agree, but the domain plus.gg could be used for a url shortcut service for "google plus"
right now similar services have names like "plusgg.com" or "gplus.to"
plus.gg could really be valuable for this industry, don't you think?
.gg is the TLD for Guernsey, and it's safe to say the local market is extremely limited.
Now Google own google.gg - in fact they own their name in the majority of ccTLDs - so it's not that they do not know about .gg, but for some reason they didn't think it was worth registering this particular domain.
Now ask yourself who might want to buy that domain from you, and why.
