Yes dynadot is icann accredited
Registrars themselves create other registrars but don't actually let customers register domains through them, during the 2002-2004 expired domain hype registrars created 100s of registrars for themselves to have more connections to the central registry. Most of the registrars on that list are just fronts for big name registrars.
