Generating Content – Job website

I am intending to start a site based on user submitted content (a job website), my problem is it seems to be a chicken and egg situation. People won’t visit the site unless there is some content, but there won’t be any content unless you have visitors to submit it.

As there are lots of these styled websites around; all based on the same principle I know it’s doable but I am unsure how.

Is the only way to kick start a site like this posting content (jobs) yourself taken from other sources on-line until it takes off? Or is there another approach like advertising it heavily and then waiting for employers to submit their own listings?

Anyone got any experience/suggestions?
