Linking strategy(ies)

I have a real down to basics SEO question...

what is more important...quality links or non-quality links? What I am asking is..does quantity speak louder that quality or no? or by how much?

I know a few people that built up their main company by starting a free Hosting company and basically used keywords to associate to their main company..which in turn gave them good results on Google..some of these companies now make 50 million per year in revenue from selling their services all because of multiple top listings in google..

sooo in saying that....if I had 50 million crappy, low low or even 0 PR sites linking back to my main site like cheap lawnmowers ..would that be better than say 5 million high quality..topic related websites?.....because what i have seen...numbers speak louder...

Not really if you do a search on google some of the top listings do not necessarily have mucho links, but quality links.

High quality links are by far the best.
But what is a quality link?
One that #1 contains a link made up of your keywords in the URL

joeshosting.com we offer webhosting and resellers Hosting.
This is a broad keyword (not too great)

Reseller Hosting WHM and whois cart offer with every resellers acct.
This is a quality link as the targeted page/keyword is reseller hosting

and yes the topic of the page that contains your backlink, has bearing on your positional se listing

Not to mention you risk getting penalized by the search engines with too many crappy or irrelevant links which could make your search rankings even worse than if you had none at all.

Def Quality.

We have a couple of sites in the top 10 listings in Google that only have a handful of backlinks, but are quality ones for our terms/sectors.
Only 3 links allowed in signature

I have a site with 2,000 plus links but all are for the domain name...some traffic, but it does not rank well at all.
