for me content on domains definitely outranks parking, BUT you have to consider the time you invest too - for just $x more a year it doesn't make sense. so yes, it works, but no, it does no magic to traffic, if you are building automatic pages (mostly, if the domain is very authoritive it might be different though)

also, remember to put the right language content on your domains, like Spanish content on Spanish word-domains, German content on German word-domains etc.

Start with developing domains which get significant natural traffic, and work down from there.
