I am in the process of creating a minisite for a client. He would like to have the ads blended to match the background of the template (this I know how to do).
My question is, is it permitted by Goog's TOS for me to create the custom ads within my adsense account with the custom background and link color, and just swap out the PUB ID? Or do I actually need access to his adsense account, and create the ad within his account?
I've seen "adsense ready" themes available for sale, where all you have to do is swap out the PUB ID. I'm just curious, because I don't want either of our accounts getting into trouble by doing something wrong.

You should be fine, but it would be better to set it up under his account. That way, he could make use of "channels" to see which ads are performing best, placement, etc.
