Can you place adsense ads inside a popup?

Just wondering if it is against TOS to have ads inside a hover popup? I am referring to the kind of JavaScript popup that can be used for things like definitions on particular keywords...

Here is an example of the sort of popup I am referring to:

Google doesn't take kindly to their ads appearing in popups or popunders or even on sites with them for that matter.

    From their terms of service:
"No Google ad or Google search box may be displayed in a pop-up, pop-under, or in an email"
