I've emailed google many times, and I haven't had a reply. Why would google reject my application? I don't think I've ever been banned because I've never signed up with them before!
It's probably an issue with the web site you're trying to showcase as fit for the initial registration. Does it have content? Does it follow Google Adsense rules per the content permitted? Etc. There's an FAQ somewhere on that very subject.
the website I want it on is a twitter related content site - updated about 5 times a day (manually) with around 5k unique visitors per month.
I will go and take a look for the FAQs too.

Not much on that site, really.
Start a wordpress blog, host it yourself, have no ads on it, and no auto-updating content. Post real content yourself, a few times a week or once a day but not more than 1/day. Make it real content, spend just a little time, like posting for a few weeks. Get some good links to it, by link trades but dont buy tons of links; do it manually. Set a goal of 1 post/day and 1 PR link/day and then in 2 weeks apply for adsense. I get you get approved.

thanks for all the advice and critique on the site. didn't know it could be this difficult to signup for adsense! but i suppose in some ways it is good that they have these strict regulations (any very good alternatives to adsense you can recommend btw?)
