is there a limit how many Google Ads can be displayed on one page? I have a site where I entered the AdSense code very often (approx. 20 times) in between text paragraphs, but it only displays it 4 ads.

Yes there is a limit according to the TOS but I thought it was 3 (maybe it is 4)

BTW, if you max out the number of ads on your page you're likely to scare visitors into clicking the "back" buton. And the clicks in the 2nd and 3rd ad block can be MUCH lower bids than those in the 1st block. Experiment with the number/placement of your ads to get the best results - sometimes "less is more".
