However, last time I did this I used clicksor and people stopped coming and started complaining.
What I need is a simple ad-company that pays via paypal, and pays per popup; also, only one popup per session (if the same person/ip visits again to a different page on my site he isn't bombarded with another ad).
Any help/advice would be most appreciated. Thanks,

I would highly suggest not using pop-up, pop-unders are better, but wouldn't use those either if you pride your visitors. Clicksor is generally a ppc, which pays by cpm as well, and not a very good one.
Try Google, Yahoo, CPA like CJ, CB, etc.

yea clicksor, but popup under can be quite annoying if you would to make it per page...

Least obtrusive would be some basic text links or one (targeted) old fashioned regular banner ad.
I would avoid using anything that pops up/under, corner pops, scroll over pops or any other kind of pop/explosion, makes your site look dubious, cheap or just extremely annoying.
I think pay per click or pay per impression are the least profitable, try something different and targeted to your site audience. CJ, Clickbank, ShareAsale
I've been using Underdog Media to serve popunders on my sites. They only pay for U.S. traffic but they have been good to me and my account manager is really helpful. Check them out.
