This website is a free proxy list where proxy webmasters can come and submit their proxy websites to be listed. The site has a few different kinds of lists. Free listings and they can pay to have a featured #1, #2, or #3 spot in the list. Once they have submitted their site you can either accept or decline it. The site gets about 2-5 submissions per week.
