They do jingle, but when will they become popular?

Will they become popular? Probably not. There are a plethora of much better extensions, and .ly's only merit seems to be fairly poor names like those ones.

Will they become popular?
I do not think they will become popular unfortunately. It's very tough to make a obscure ccTLD stick. If something is developed and promoted anything is possible.

They are still too expensive ($150/y). Not cheap for domain hacks.
Not to mention that management of the .ly registry has been chaotic in the past. Bad memories for some.

They have dropped the price by 50% to 75$ per annum and changed the registrar. The guys just want to make money now. They are quite helpful I would say. There are not many jingling domains left, but I know quite few people who got right bids too.
