It depends what is "overrated" used for...
One could say that .com is the most overrated extension and will be right.

To overestimate the merits of; rate too highly.

.com has proven itself, but more importantly it has had the time to prove itself.. therefore .com cannot be called overrated.. it is what it is..

but calling any new extention overrated without waiting to see what pans out is.... well, wishful thinking..

overrated: everything except com and, maybe, net (for most of the people here, because they can't justify the value without traffic)

overpriced: exotic cctlds mentioned above

Most overrated I have seen so far is .pr domains. Country code for Puerto Rico. $1000 fees to register .pr domain :

People forget that anything can be branded. If you can get a domain name stuck in peoples minds, then you can sell it, or atleast establish a nice business. The easier to remember the better imo.
