Fantasy Sports affiliate offerings are indeed quite generous. It's probably most profitable to have waivers.com contain waiver lists for all fantasy team sports. The developer would have to contact the fantasy sports sites, but they're amenable to allowing access to the waiver list data. It's free advertising for them, and gets their players more involved in the game (which is what they want).
The developer should also publish the actual NHL, NBA, MLB, and NFL waiver lists as well. This will allow you to be referenced by major sports sites, meaning major google pagerank.
