You can't just say « C'est belle ». In itself it has no meaning really. C'est beau ( It's beautiful ), yes, but « C'est belle », it make no sense, at least in any normal conversation. Maybe it can make sense in poetry ( style elliptique mallarméen ) but only in some very rare cases. C'est une belle, now that's something else ( she's a beauty )!

Or assuming your would call your dog "Belle" (quite common dog name), "C'est Belle !" would mean "This is Belle" (introducing your dog to someone).
