The rules keep changing - here's the latest.

    Yesterday

    "there are two scenarios:

If you do not renew the third level domain name, and you let it expire, it will be placed in TBR status and will be restricted. The top level .CA domain name will not be made available immediately. CIRA needs to decide if the top level domain will be made available through the TBR process or made available right away, until this is decided none of these domains will be made available.

If you request a manual cancellation for your third level domain name from your Registrar before it expires, this will make the top level domain name available once the deletion is complete. You need to coordinate with your sponsor Registrar in order to be able to register the top level domain name once the third level domain name is cancelled."

    And today

"it has been decided that when an existing 3rd level domain name expires the associated top level domain name will be made available for registration through the TBR process provided there are no other existing 3rd level domains registered. There is still some work to be done in order to allow this to happen so I cannot tell you when the top level domain names will begin being released."

"The process has been decided and communicated to CIRA's Registrar partners. At this time this is the process that will be used and the process now simply needs to be implemented."

So someday bcn.ca and sab.ca will show up in the TBR list.

So, why did they stall this long if at the end they still didn't put these names into TBR?
