I like #3 & #8 but I'm sure you can come up with something better. None of them really stand out as being memorable, but that could also be because it hasn't been branded and marketed just yet.
I'm just thinking that here we have victoriajobsite.com and their line is "long name, amazing results". It has that memorability factor because it is so simple and true.
"Jobs, eh!" over a Canadian flag.
How about:

Make it happen.
You Deserve it.
Stop Looking.

#10 is nice because it's short and to the point.
#4 can be used in a title somewhere

My fave of the bunch is #3 "Where Canada Works"...but honestly, I think the domain JOBS.ca is so powerful that I'd hesitate to put any focus at all on a tag line at launch. Jobs.ca says it all -> jobs in Canada.
I visited a few of the other Canadian "jobs" sites and I like Workopolis.com's tagline the best "Canada's Biggest Job Site". As an option, you may want to consider using "Canada's Job Site".
Rather than use a fluffy tag line, I'd either use the powerful domain alone or pick a bold statement to help brand (ie. Canada's job site)
