I'm not sure what the old CIRA would do.
As you can see, though, from Byron's reply to Serge, http://blog.cira.ca/2010/11/the-inte...-all/#comments, Byron does not view CIRA as being Canada's Internet Registration Authority, but Canada's Internet Regulation Authority.
CIRA CHANGED its mandate in 2006.
