Not sure. .no is for Norway which is only open to Norway residents, unless he's selling no.com which IMO would fetch a much higher price.
Edit #1: Domaintools does have a WhoIs record for it (partial since it is a ccTLD):

Edit #2: Confirmed: .no.com is a 2nd level ccTLD for Norway, the domain is vote(.no.com). It does not look like a subdomain.
