Depends on what you need. I have a site with ehostpros.com for 4.95 per month that I'm currently trying to set up a shopping cart on. PHP/SSL/CGI/mySQL is included. It depends on how much you wanna pay, how much technical knowhow you got, what services you definitely require.

Cheap is good..
but with Cheap , you can expect Cheap Service/DownTime.. etc.
On our 'core biz' websites, we have always paid for top of the line Hosting through The Pair Network: www.Pair.Com Which is also an Registrar.
