That's exactly right, except in the forum I'm referring to (which has it's flaws), you can click a button to select the image from your desktop and it ends up in your post or pm like: http://www.356registry.com/forum/viewtopic.php?t=8392
They use www.postimage.org
I think that it is by design that this site doesn't allow uploads or attachments to posts - a matter of performance (and cost) involved... personally I think it's a big plus to have some sort of integrated gallery for photos directly on the site, but as mentioned, there are plenty of external image Hosting sites... (flickr, imageshack, photobucket, etc)

the easiest way to do it is just press the "printscreen" button on your keyboard.
Then go to http://www.uploadscreenshot.com and click the PASTE button, the image will be uploaded to a page like this:

You can then send the person that URL, or use the BB Code on the bottom of that page to embed the pic into a forum, like this:
