They state it that you enroll in their program - what's the issue? Just because someone doesn't read the fine print doesn't mean they're exempt from it.

You're allowed a free credit report from each of the 3 providers (in the US) once a year - just go to them and ask for it. Some banks will give them to their customers for free, too.
