Exclamation Who gets to keep the money ?!?!?!?!?!?!

I have a stupid question when an auction occurs like the recent single character .biz one that raised approx. $360,000

Who gets the money??? The registry, NeuStar, Icann ?

These names were never registered before therefore who's property are they and how is this determined? Are there limitations in how they may use the funds example: advertisment for the extension, improving servers, etc.

I would imagine the people who run the .biz tld would get the money. I totally forgot about the one letter .biz auctions.

So far it doesn't seem like anyone knows for sure? But who runs the .biz tld and are they free to send $360,000 as they'd like or only to benefit the tld? Remember these name were never registered before which is why I am curious.

And the "operators" are free to spend the money as seen fit? Any oversight? Who are the operators?

I think the operators are for-profit corporations so I suppose they manage their budget freely, like any other corporation. They just need to respect the Icann contract.
