Geography / weather is only part of the picture - one also has to look at infrastructure ... there is a heck of lot of fiber, etc in California.
In regards to the companies I mentioned, I'm referring to their *dedicated / colo* services.
Shared Hosting often, though there are exceptions such as Verio's business VPS ($149+/mo), tend to have much lower service levels, and thus tend to be down much more, and for much longer periods of time.
I'd assume DNForum is on a dedicated/colo box ... and thus my comments. If they're on a shared server, then actually about a day of downtime every few months is about par for the course for many webhosts :(

I would assume Miami is a terrible place to have a NOC center due to tropical storms.
One day you could lose it all.
I suggest a safe place that has good weather, no earthquakes, or tornados.

While international (off the NA continent) may sound viable, the speed and cost of the links may be above what is reasonable. servers placed in the midst of the major traffic aenas sppell out the best results. A mirrior site though sounds like the best alternative - as long as it is on a different leg of all that is going on.
