Why on earh would you want to use any cloaking at all?? but hey its excellent if your using Black Hat and wanna get your site banned.

I may be wrong, but this looks like a classic example to me. Probably works well if your account with google is big enough (as in this case with trafficz).

I don't think Google cares how big your account is, it's one rule for all, don't use cloaking, its Black Hat - it will get you banned lol simple.
I guess from someone who only does White Hat it find it hard to agree on anything where cloaking is concerned.
