I believe he is asking if a link that is not in the index page have less PR value than the link in the index page.
From different book i read, value of a link is not determine by the location of the link. It is determine by the topic of the page that contain the link
ie. if you have a site selling shoes, a link from a page about "where to buy shoes" has higher value than a page of "what is a nice domain name"

Links vary in their strength depending on numerous factors.

Topic relevance
PR
Number of Backlinks
Number of Outbound Links on page.
Ranking of the page
Age of the link
Link position and type.

Often homepages are the main pages linked to so they tend to be a little more powerful than other pages on the same site. This is not always true though.

The best thing to do is get links that are relevant to your visitors from 'on topic' sites. However, its not always that easy I guess.

Does it mean that link at the bottom of page is useless?

Hi...
one thing I am very sure is that all links are helpful
but you shall not switch other websites exchange links and to another page....
because it takes time to be indexed again...some times never get indexed
I prefer to have stable page to save reciprocal links.
it is easy to check also... generally speaking there are more than half exchange links are not link well.
