Simply search for search engine optimization in google see who comes up in the top five assess who has been there consistantly fro the last 12 months and give them a call,you will find its not to far off your budget.

My montrealseo.ca is already ranking for its targeted words, montreal seo and seo montreal, and I'm beginning to get results with another seo domain. Plus, my main project hit pr5, #1 rankings, full indexation, and lots of traffic from the engines ... within 3 months! tough words + long tail.
I offer reasonable rates ($45/hr + or min $1000/project) and could do a lot for $2500...
I work for refinance.org .
they rank #20-21 for keyword: " refinance " in Google.com
