new to the seo game

I'm fairly new to the seo game....so all this I hear about Google not valuing links as much or over seo may hurt and etc...is starting to confuse me with everything I read...i'm in the process of acquiring/developing a graphics/resources site for blogusers....so what would be some of the first things I should do to promote the site and get better results in Google and other search engines?

I was thinking of ppc marketing and advertising on other major sites already highly ranked in Google....but like I said...I'm still pretty new to the game....any help would be great!
