PR does not have an intrinsic value, you have to look at a lot of different things such as how the pagerank was obtained, the breadth of the linking campaign, the reputation associated with the services from that domain etc.

There are a bunch of factors and people can just rent a few high PR links for a month just to boost the PR of their own site, so if the link popularity is achieved using purely artificial means then it adds little value to the site.

If it is obtained through hard work and being a good site then obviously there is more value there.
