I am wondering - why is my page rank so low? I would think having a PR of 8 link back would bring up my rank a lot more.

This link has been on download.com for several months at least. Do you think its possible maybe this back link isn't being counted?
Also, if this backlink does get counted, how much will it bump up my PR (if any)?

yes you must be indexed on the page with the PR8 but even then you need more than one backlink.
Pagerank is transferred from the actual page with your link on it.
There hasn't been a pagerank update in months. One is do pretty much any day now.... I can not get a page cache from Google for that page, so Google may not have even seen it yet:

Alot has changed in the page rank assigning of weight now adays... Simply being listed on a page with good PR is no longer a gaurantee it will pass to your site....
Some things the new pagerank algorithms needs to see:
1 - Site is updated often or frequent
2 - Links to site are relivent

Is there a Google paper referencing this? I don't think that is the case at all. Unless a site has been "human reviewed" and seen to be selling links, Google will then step in and stop link juice being passed from these sites. But to base it on the requirements you state above seems absurd. Why should a site have to be updated frequently to count as a link vote?
If you study pagerank closely, you'll notice that pages which update often have their PR increased much easier... For instance, new sites with fresh content daily easily see increased pagerank vs internal directory pages which used to see the trickly down effect. One of the things Google wants to try and fight back against. You'll notice internal directory pages loose their PR or have reduced PR if the pages do not get updated or individually linked to.... There are many factors involved here. PR doesn't trickle down like it used to...
Long ago, having a PR7 site link to you was almost a gaurantee that your page would go PR6, but this is no longer the case, mostly because of the whole buying links game.
