Technically, expired domains are not supposed to keep the
PR; or at least all of it. Google has commented on this before and only said negative things. But, I still think they are not really putting through as negative results on expired domains as they would like you to think. There is still some value in expired domains with
PR... but once they expire they are certainly worth less; IMO.
If you are buying a site for the purpose of
PR, get a site that hasn't expired... ever. Otherwise you are somewhat gambling with your website.
There are some instances where this isn't the case, again general
PR questions like this are extremely hard to give a straight answer to. If I had a real world example it would be much more straight-forward.
If a domain is registered with a new person, to my knowledge that doesn't currently have any negative results; although an IP change COULD have negative results.
