I didn't think he was serious but instead I will just go with a few PR8 links because if the PR10 loses PR I lose quality but if I have a few links only one may go down.

There are very few domains that have a PR of 10. Make sure it is legit first. If it sounds too good to be true, it probably is.

There are no PR10 sites you can put a link onto. Whoever claims that most likely pointed their domain to a PR10 site like Adobe.com or Google.com for long periods of time. Even Yahoo is a PR9. The PR will be gone in the next update after the pointer is gone.

This remember me a PR10 link we buy directly in a Google page 3 years ago.

I paid 2.5K / month and the linked site acheived a PR9 for few month until Google discover the glitch (or better said some SEO complaint...):
The final of the story was this site was banned!
Take care with very high PR links...
And more if you just have one PR10 linking and no PR9, PR8, ...

you don't need a pr10 link. It's won't improve your rankings significantly. Better get a bunch of lower pr links
For a price comparison, if anyone's interested, I buy pr7 links for about $30 per month. pr8 would be close to $80-100

You do know that Google's PR system is like the Richter Scale, each number is an increase in the magnitude of the other.

yes, it's believed to be close to logarithmic, but high pr only gives you higher pr for your sites, I suppose you want serps and traffic and not just the pr.
From the SEO point of view, bunch of lower pr links with the right anchor will help much more than the single pr10 link.
Or to make it simple.. 1 pr10 link will give your site pr8, but 100 pr6 links will give you rankings(and pr5 probably)
