No it is not the same , in PHP there the problem of parameter the search engine wouldn't read an index a long parameters.
But there is the a solution is "rewrite" the url which you can write comman in the ".htaccess" file.

That's if it's database driven..... If it's simple PHP, it should be very similar....

Yes, if you need further clarifcation, they mean that if you have a URL that looks like:
index.php?a=1233&bet=1243&x=2&y=2 then the search engine is going to have a very difficult time indexing the different pages as each variable changes. What you can do is rewrite these URLs so that they would appear as:
index/1233/1243/2/2 (among other options) and the search engines would more easily index this.
