Mandarin should be fine. Except for Hong Kong, most people born after 1949 in China speak fluent Mandarin (with some local accents, of course).

Not necessarily, but it will probably be a plus to have a Shaanxi accent. But I'm mainly looking for someone who speaks fluent mandarin and is prepared to negotiate.
