Customising An Existing PHP CMS

I got myself a PHP CMS from a programmer and the CMS has been installed on the website www.carportl.com

The coder who initially did this CMS is quite busy to the customisation work for me.

I want to customise this CMS into fully functional Car Portal.

Requirement:

1.Implement Video upload for the public using embedded video player or a choice of uploading media using embedded codes from websites like youtube(already implemented) etc

2.Uploaded videos should generate automatic thumb image

3.Remove the existing sections Hotties and Bands

4.Implement a perfect internal tagging system.And pictures and videos should be browsable using tags

5.Add a new section for storing articles.The user should have the permission to add articles with wysiwyg editor and others should be able to rate and comment on it.

6.Provide a small installation instructions for the CMS

PLease let me know , if anyone can help me out with this.I willing to pay $150 for excellent customisation.
