Layout Wanted!

Im on a budget of $12 - $19 and want a new layout asap for cokecrew.com post sold to claim if you can do this, i want it in the colours of red/orange ie current colors and something like the design at www.ninezeronine.net/news.php with the side nav and the header saying CokeCrew.com #1 Coke Music Fansite also i want it so the nav is text based ie. so i can add text links instead of having image links and i want the nav split into 4 like at www.ninezeronine.net/news.php with these different section headers:

Main Menu
User Menu
User Status
Stats

Post sold if you can create this layout asap, and it must be coded.
