I use the service of http://htmlboutique.com/, very nice guy, pretty quick and affordable. I've also used psd2html.com, they seem to have become too big quick and quality/communication took a dive but might be back to super great now. Good luck.

PSD cutter: A high school student using a pirated version of Photoshop that slices designs of others, using the automated tool and exports them in unoptimized images to be jammed together into a non-compliant HTML page. Usual cost: $20 - $100 for 5 minutes work. PSD cutters often work with PSD skinners, other high school students who create Wordpress skins for personal blogs. A PSD cutter usually has a kick-ass MySpace page.

Was not aware of such a thing. Most I have been forced to look at are totally unreadable with all the crap on them, between flashing, blinking, moving purple text on purple background overrun by images covering any other potentially readable text.
