Most of the koreans can't speak/read or write english at all. That may be the reason.
That is not true.
I have been to Seoul, Korea many, many times on business.
And, the Korean people in business speak English.
It is "us" Americans that are reluctant to learn other languages fluently.
With my 8 years of latin and 3 years of Spanish, I am barely fluent in english much less other languages.
