For example, if a domain name was regd. in year 2000, but it's not having any records on archive.org, does that mean that there was no site built on that name for sure?

It does have a lot of data but it is not 100% It mostly has data on popular sites that have atleast standard search engine ranking sites with no visitors or no rank usually have no or partial data.
Presence of data in archive.org can tell you something about what was there. Absence of data in archive.org is inconclusive.if a domain name was regd. in year 2000, but it's not having any records on archive.org, does that mean that there was no site built on that name for sure?

This means that it was not indexed by archive.org spider, even if there was a site -- for example, site's owner could deny indexing in robots.txt or somehow archive.org missed that site; imho, probability for this scenario for a well established site is less then 5%.For example, if a domain name was regd. in year 2000, but it's not having any records on archive.org, does that mean that there was no site built on that name for sure?
